Then Allah said, ‘O Prophet, tell your wives and the believing women to draw their shawls (chaddar) over themselves.’ These were exceptional circumstances where Parda was commanded. In Surah An-Noor, Allah gave a permanent command in which He instructed both Muslim men and women to lower their gaze, guard their modesty, and not display their beauty publicly, but to cover their chests.’”
