Because of that, Allah sent a message specifically for the Prophet’s wives, instructing them to speak strictly with non-mahrams, to remain covered and dignified, and they were not allowed to remarry. Later, this command was extended to all Muslim women because Kufars started mistreating Muslim women. Then Allah said, ‘O Prophet, tell your wives and the believing women to draw their shawls (chaddar) over themselves.’ These were exceptional circumstances where Parda was commanded. In Surah An-Noor, Allah gave a permanent command in which He instructed both Muslim men and women to lower their gaze, guard their modesty, and not display their beauty publicly, but to cover their chests.’”
